[Crash-utility] [PATCH] Add compilation requirements note in README.

Hi Lianbo,
This is for Fedora, but I'm not sure if they have the same
package name on other distributions. Can you help to investigate it? Maybe we can list
dependencies based on known distributions.
I have tried to build crash in Ubuntu, ArchLinux and openSUSE docker
images, and successful after installing the software mentioned in the patch.
Is there any platforms need to be added?
