Not sure. I have never tried building s390x kernel configured with just
CONFIG_SPARSEMEM alone.
On s390x CONFIG_SPARSEMEM, CONFIG_SPARSEMEM_EXTREME, and SPARSEMEM_VMEMMAP
is always enabled.
