[Crash-utility] [PATCH 08/11] build: make README a static source file
The README was regenerated from the built crash binary before every
release ("crash -h README > README"), which filled the crash and gdb
version numbers into the example output and silently overwrote any edit
made to the README file itself. Drop that, and use the generic version
style already used elsewhere in the file for the remaining fixed numbers,
so that README is a normal source file that a release no longer rewrites.
"crash -h README" keeps printing the in-tool README, whose version and
date lines are still filled in at run time from help.c.
